Year 2038 would be the real D-Day for reclaiming Taiwan as China could have as many as 3 CVNs and 3 CV in active service. By then China's "Position of Strength", vis a vis the economy and military would be larger, if not the largest in the world, thereby, surpassing the USA in terms of quality and quantity. Also by year 2038 the economic connection, standard of living and politics across the Straits would almost be in sync with one another.
However, should there be the need for the PLA to enforce such a reunification, the likely scenario would be to encircle the entire Taiwan island with sea and air blockards, and simultaneously sending a full scale "reunification" force, say 500,000, to secure various strategic assets throughout Taiwan, while also engaging in an on-going "Reunification Agreement" with the Taiwan governning authority. It may be far better to secure all the outer islands outside of Taiwan like those in the SCS, East Island chain, and the Penhu island chain, as a sort of "Dry Run" before a full scale invasion of main Island Taiwan. Securing Penghu may prove especially important as it is much closer to Taiwan Island, and therefore, serves as a useful staging ground for the PLA's "Reunification Forces". A pretext for securing these outer islands could be made by accusing the Taiwan authority for allowing the US to deploy "US special forces equip with WMD" in these islands.

The reality for this current Taiwan Authority wishing for an Independent Taiwan nation is for them to fight for it with their lives, bloods and tears. No nation becomes Independent without going through the Baptism of Fire; even the USA had to fight the British / Spannard Empires to gain Independence. The Billion Dollar question is: Will the Taiwanese be willing to destroy all that they have achieved today for a crippled war-torn Independent Taiwan.

最低目的：结束百年内战，完成国家统一。
中间目的：威慑敌手走狗诸国，死心蠢动。
