IMO, there is a common basis and consensus of " one China and Taiwan is an integral part of China" as stipulated in the following .......
a) "Taiwan Agreement" (as mentioned by Biden)
b) the Constitution of PRC
c) the Constitution of ROC
d) the "92 consensus"
And as the United Nation has accepted and recognised that PRC is the sole legitimate representative government of China, then it's natural that the fate of ROC has to be determined by negotiation and thus both sides should sit down to discuss their views & thrash out the differences and come to an agreement as to how both sides can be reunified ..(a) under " one country, one system" ..or (b) under "one country, two systems" . or (c) under "federal system" or (d) under other form or manner as agreed.
I remember when 陈水扁 had tried (in his speech) to indicate that each side of Taiwan Strait is a separate nation (两国论) President Bush Jr immediately reprimanded him as a "trouble maker" who tried to change the status quo unilaterally .... but now, when 蔡英文 did what 陈水扁 had done (she did not abide to the Taiwan Agreement) so I wonder how President Biden will respond? ..??!!
